President Bush&#039;s public approval ratings are at an all-time low. It&#039;s difficult to imagine how he could improve them dramatically with just about 18 months left in office. 

But I do believe there is one speech he could make that would instantly increase his popularity by 50 percent to 100 percent. It&#039;s a speech he will never give. Here is a rough draft of the text: 

&quot;My fellow Americans, I come before you today to admit a mistake and correct our course. 

&quot;I have made my case for comprehensive immigration reform as the proper way to address concerns over our border and the presence in our country of millions of undocumented workers. 

&quot;But I have failed to persuade the people of my convictions on this issue. 

&quot;Because America is a nation of immigrants, I believed – and still believe – that we can continue to absorb and assimilate millions of good, honest, decent, hard-working foreigners into our country. 

&quot;As I have said many times, I do not believe family values stop at the Rio Grande. 

&quot;In my opinion, the immigration course my administration has attempted to chart – one that would identify millions of undocumented workers already in this country and give them a pathway to citizenship – was the right one. 

&quot;There comes a time in responsible leadership when you must recognize you are out of step with the people. America is a sovereign nation governed by the rule of law and the will of the people. 

&quot;While I have done my best to convince the American people to my way of thinking, it is time to admit that is not going to happen during my tenure in the White House. 

&quot;Therefore, I am making this public announcement, for the benefit of members of Congress and in the interest of unifying our divided country: I have heard you speak, America. While I may disagree, while I may wish you were saying something else, while I would prefer you had heard me, I will honor your will on the issue of immigration and border security. 

&quot;The American people have spoken. What you have said is clear. You demand the federal government first secure our border and vigorously enforce immigration laws already on the books. 

&quot;Today I am issuing an executive order instructing all departments of the executive branch to do just that. 

&quot;Real border security will be our highest priority. And real enforcement of existing immigration laws will begin today – without excuses and without fail.

<p>It is times like this when President Bush is on the wrong side of an issue that I remember a quote by Fred Barnes:</p>
<p><em>Bush, of course, is a conservative, but a different kind of conservative. His tax cuts, support for social issues, hawkish position on national security and terrorism, and rejection of the Kyoto protocols make him so. He&#8217;s also killed the ABM and Comprehensive Test Ban treaties, kept the United States out of the international criminal court, defied the United Nations, and advocated a shift in power from Washington to individuals through an &#8220;ownership society.&#8221; On some issues&#8211;partial privatization of Social Security is the best example&#8211;he is a bolder conservative than Ronald Reagan, the epitome of a conventional conservative.</em></p>
<p>And his biggest legacy: He appointed Justices Roberts and Alito to the Supreme Court.  We shouldn&#8217;t let one issue&#8211;in this case immigration&#8211;make us bitter and make us enemies of President Bush.  He&#8217;s done a lot of good.  Versus perfection, he hasn&#8217;t done well.  Versus what a Democrat in the Oval Office would&#8217;ve done these last six years, he has been a smashing success.  Perspective, folks.  Don&#8217;t forget all the good President Bush has done.  I admire and love the man.</p>

		<description>I would like to post a portion of a letter that I wrote two Laura Ingraham when I canceled my membership to her site.  A letter that, despite its thoughtful presentation and civil discourse, Laura has chosen not to respond to.  This may help explain my comment above a bit better:

First, I need to assure you that I am against the current &quot;immigration&quot; (actually the &quot;illegal immigration&quot;) bill that is in Congress right now.  I have spent a lot of time and money opposing this bill.
 
What I have not done is spend a great deal of time expressing contempt and hatred for Bush and other people who, misguided at times though they may be, are friends of conservatism and, more importantly - are on the RIGHT side of the War on The Terrorists.
 
I have disagreements with Bush, and with some of the folks in his administration - but I have not lost sight of the tactics that the enemies of our country and our freedom as Americans - The Terrorists and The Democrats (which are virtually the same in many cases) - are using to threaten our liberty.
 
The liberal left, The Terrorists and The Democrats all know that they cannot win a debate or a discussion of principles and ideas - they have none.  They are not interested in a battle of ideas, they are ONLY interested in POWER.  The easiest way for them to get power is to weaken the power of the people currently in power.  Killing the power of their enemies results in their obtaining power - and AVOIDS any debate on ideas.  As a result, they constantly use a very old idea:  &quot;cut off the head, and the body will die&quot;.  They realize that if they can get everyone to HATE BUSH - then they can project all of the principles of conservatism and freedom onto HIM through the Republicans and USE that hatred to destroy Bush - and therefore open the path for THEM to take power back.  When it works it&#039;s a brilliant plan - it facilitates The Terrorists and The Democrats receiving power without it EVER being voted to them.  The get it by default - after their enemy is denigrated and disgraced by the propaganda of The Terrorists and The Democrats.
 
This is why - when we are criticizing Bush and his administration, caution is needed.  This is because the PR arm of The Democrats and The Terrorists - our Mainstream Media - will NEVER report on the clash of ideas between conservatives who have the best intentions of our country and liberty at heart.  They will wait until someone on what they perceive as the &quot;conservative&quot; side of the street criticizes ANY other conservative idea.  They will then discern what they need to do to spin whatever legitimate ideological argument might have been made into something personal - preferably a personal attack on Bush.  They can then present it as such - and pile on with their own added level of contempt and mocking hostility.
 
For the last few weeks - the level of invective on your show and the shrillness of your contempt for Bush has reached levels that not only facilitate - but encourages this behavior on the part of the Mainstream Terrorist Media.  There&#039;s been some MoveOn.org lunatic named &quot;spathi&quot; running around dissembling and posting links to obscene Bush-hating pictures and soft porn for the last week and a half.  Despite being reported to your staff multiple times - no action to prevent this person from posting has occurred.  They continue to post innumerable times each day through yesterday - when I canceled my subscription to your site.  The one constant in all of the postings by this person, in addition to the embedded links to the Bush-hating pictures and soft porn - was the fact that they echoed your views of the immigration debate almost categorically, not to mention the tone of contempt that you&#039;ve been putting out for the last few weeks.  This person is not ideologically committed to stopping a wrong-headed immigration plan:  they are ideologically committed to HATING BUSH and USING that issue as a pry-bar to stir up contempt and hatred of Bush on your site to facilitate their REAL agenda:  weakening their enemy to usurp power.
 
Your site - and you, though perhaps inadvertently, helped them in that cause.</description>
