GOP moves to stop House Speaker from meeting with terrorist states

I left her name out of the headline. It reads more surreal that way. Imagine how much more surreal it would read if Bush himself wasn’t talking to Iran and North Korea right now.

We’ve already been over the legal niceties. It’s not who she’s meeting with that implicates the Logan Act, it’s that she’s meeting with anyone to discuss policy without the president’s approval. The Rick Ellensburgs of the world talk a mighty good separation-of-powers game when it comes to executive overreach, but they’re feelings on congressional overreach are predictably more “nuanced.” Let the GOP take back the House and Senate and a Democrat take the White House and we’ll see how nuanced they are then.

House Speaker Nancy Pelosi (D-Calif.) will not be permitted to use State Department funds to travel to nations that are known to have sponsored terrorism if a Republican amendment to appropriations legislation passes the House on Thursday.

The amendment to the $34 billion State and Foreign Operations bill, offered by Rep. Steve King (R-Iowa), prohibits funds to be used to travel to Cuba, Iran, North Korea, Sudan or Syria.

King told The Hill that he believed Pelosi was in violation of the Logan Act, a 1799 law signed by President John Adams that prohibits unauthorized U.S. citizens from interfering with relations between the United States and foreign governments.

“I was one of the members of Congress that was incensed the Speaker had taken it upon herself to conduct foreign policy,” he said. “It was a blatant violation of the Logan Act.”

Right on cue, here’s that nuanced separation-of-powers argument:

“How can anyone take this amendment seriously, especially when it comes on the same day that Bush Administration officials are in North Korea? And why would anyone think it is responsible to restrict the ability of the Speaker of the House to bring the concerns of the American people to foreign leaders? It is part of the Speaker’s job,” said spokesman Nadeam Elshami, a spokesman for Pelosi.

That’s not unlike Tony Snow defending an attempt by Bush to pass his own Iraq spending measure on grounds that “Congress just passed one too.” It’s contemptuous (and contemptible) in its stupidity and dishonesty. King’s measure is no mere rhetorical exercise, either: she’s already talked about going to Iran. Even sol, I don’t see the point. Congress controls the purse; if Pelosi wants money to go see Ahmadinejad, she can set up her own foreign-policy travel fund. Obviously the Logan Act’s not going to stop her. Let’s just pray her next success is as stunning as the previous one.

Exit question: Why isn’t she on the roll here? Doesn’t the Speaker always vote?

I would say Mr. Elshami does not understand the Constitution’s division of powers. The Bush Administration is entitled to go to North Korea; they ARE the executive branch and are empowered to negotiate with foreign powers. To what audience does Mr. Elshami think he is speaking? Does he think we are stupid?

Because, then the US is speaking with TWO voices and which one is the foreign government supposed to listen to?
Who is this Nadeam Elshami to complain that the Speaker of the House should not be held to the job boundries as defined by the Constitution? One would expects that a person of the stature in Washington politics to be a spokesman for the Speaker of the House, would be familiar with the law.

No need for the amendment and it doesn’t matter that Congress controls the purse. It isn’t the travel; it’s the separation of powers by conducting (or attempting to conduct) foreign policy. Analogy of Bush passing a spending bill because Congress does so is right on. Bush and co. are empowered to talk with NK or anyone; Nancy P. is not.

So what is the penalty for violation of the Logan Act? Or once again, does the law only allpy to “regular citizens” and not members of Congress?

Pelosi won’t be visiting Tehran anytime soon. From the Debka Files today, a third carrier, the Enterprise, is on it’s way to the Persian Gulf and the Pentagon will probably send a fourth carrier to the Red Sea to cover the other three cariers back door. Break out the popcorn!

As a member of the House, the Speaker is entitled to participate in debate and to vote. By custom, however, he or she does so only in exceptional circumstances. Normally, the Speaker votes only when his or her vote would be decisive, and on matters of great importance (such as constitutional amendments).

Pete King (R-NY) is going to be introducing a bill in the House that separates border enforcement from the rest of the immigration bill nonsense. Maybe there is hope for the Republicans yet.

Who is this Nadeam Elshami to complain that the Speaker of the House should not be held to the job boundries as defined by the Constitution? One would expects that a person of the stature in Washington politics to be a spokesman for the Speaker of the House, would be familiar with the law.

The law is irrelevant. The laws only apply to Republicans–especially conservative ones; Democrats (and other liberals) can make their own rules and change them on a whim. This is why they call the Constitution a “living document.” Simply ignore whatever you don’t like, and make up “rights” that don’t exist (such as the “right” of “privacy” when holding secret committee meetings drafting new immigration legislation, or the “right” to keep stolen cash in your freezer).

Just like the right to free speech: “Congress shall make no law…abridging the freedom of speech, or of the press…” only applies to Liberal media outlets.

For one Queen Nancy, despite her delusions of power, was not elected by the people of the United States. Just the people of Moonbatistan San Francisco.

Second, It is the Bush’es job to conduct foreign policy. He actually was elected by the people of the United States. He and his representatives (i.e. the white house) are specifically empowered by the U.S. Constitution to conduct foreign policy – something congress does not have the power to do – it is not part of the Speakers job – Nadeam knows this he is deliberately lying.

Third, Queen Nancy was not empowered to go on a diplomatic mission on behalf of the U.S. Government. That she did so was a blatant violation of the Logan act and perhaps even an act of Treason for which she could possibly be executed (as in killed dead).

Forrth, Queen Nancy then went ahead and misrepresented Israel to Syria – a fact that both Isreal and Syria both acknowledge. She was not empowered to speak for Israel either. In other words she f-ked it up!

I haven’t looked over the list closely enough to determine who else is missing, but three people have been omitted from this roll-call… nefarious theories for occuring on this particular bill aside, how often does this happen?

Pelosi thinks that because she is speaker of the house, she has now assumed the duties of the President.
