Fox News: Reid will reintroduce amnesty bill next week; Update: Whose votes are likely to switch?

He’s got the votes for cloture, according to Republican sources.
Senate Majority Leader Harry Reid will approve a new deal on immigration on Thursday and move to bring the once-dead legislation back to the Senate floor next week, Democratic sources told FOX News…
Based on the latest updates on the policy and amendments, Reid will approve the compromise and move late Thursday to put the bill back on the calendar for Senate consideration in the middle of next week…
The principal change to the bipartisan immigration compromise that Reid shelved last week is the addition of $4.4 billion in added border security spending. That money will be added to the base bill to return to the floor. Any other changes to the immigration bill will have to be made through the amendment process…
With the GOP votes in hand and a finite list of amendments to be offered by 11 Democratic and 11 Republican senators, Democratic sources said Reid is now determined to see whether the legislation can survive the amendment process intact. If it does, the Senate could vote on final passage of the bill by next Friday, Democratic sources said.
GOP sources tell FOX News that the new bill has enough support from Republicans for Reid to prevail on a procedural vote to get the bill to final passage.
So obnoxious is this bill that they’ve actually engineered two separate layers of excuses to get fence-sitters to vote for it. The first is the $4.4 billion band-aid, which Kaus accurately described the other day as “a transparent ploy to give these [fence-sitting] senators pro-enforcement cover so they can vote for the bill.” They won’t agree to results-based triggers because they already know the enforcement measures won’t get results; that’s how “pro-enforcement” they are. But they will happily agree to outlays so that next year, when the papers inevitably report that illegal immigration is down only negligibly, they can look surprised and act indignant. The second excuse is the procedural sleight of hand here, as John Hawkins explained this morning:
[T]he cloture vote to end debate will be the “real” vote on the bill because if debate is closed off, the bill is sure to pass. Then, what will happen is that the votes for the bill will be counted, and a few Senators who are afraid that their election prospects will be jeopardized by a “yes” vote, will be allowed to vote against the bill. This enables those Senators to tell their constituents that they voted against the bill, but it will still allow them to collect campaign contributions from lobbyists who have a better understanding of how things work, and know that the bill couldn’t have been passed without their support. Put another way, they get to reap the rewards of supporting amnesty while telling the voters in their home states that they opposed the bill.
You need 60 votes for cloture (i.e., to end debate) but a simple majority to pass it. So the fence-sitters will vote yes on the first and no on the second, knowing that even without them the amnesty wing will still have 51 votes to push it through. Egregiously, transparently shabby, and as insulting in its own way as Linda Chavez or Michael Chertoff impugning people’s motives. Like the boss said, they really do think we’re stupid.
Update: Noam Askew names the 10 senators most likely to switch their cloture votes from no to yes once the bill is reintroduced. That would make it 55-40. The amnesty wing would need five more besides.

And there is also the story going around that they intend to pull out all the ammendments related to enforcement when the negotiations between the house and senate get together for the final version of the bill

They have to be made to understand that no one is going to be fooled by a cloture vote followed by a “no” vote if the bill passes. They have to be convinced that they will not be allowed that kind of political cover. Oh, this is so irritating!

CrimsonFisted on June 14, 2007 at 6:12 PM
This is a point that needs to be hammered home again and again and again in letters to your senators. Any vote for cloture is a de facto vote for this bill.
For that matter, any vote for cloture is a vote for:
1) Amnesty; and
2) Continued non-enforcement of the borders.
They’d better get the message, or will show them who’s really stupid – the idiots that would in any way vote for this bill knowing it will be a death sentence for their political career.

That 4.4 billion means a whole lot after they shot down the Coburn amendment to enforce all the laws already on the books! Shows how serious they are about enforcement, huh?
SSG Fuzzy on June 14, 2007 at 6:13 PM
My guy, Senator Craig (R Idaho) is going to vote for cloture and wont commit on how he will vote on final passage. I have called his office in Boise twice and explained that I will not accept his vote for cloture and then a no vote on the bill. If this bill makes it to the floor, regardless of what he does until 2008, he will not get my vote, nor the vote of my 4 family members.
That’s all I can do guys.

Maybe that’s for the best if it comes down to this. Surely a viable conservative alternative would have to rise up. The kind of vacuum left behind by the end of the GOP would be too big to go unfilled, wouldn’t it?

Please call your Senators’ offices now! I called both of mine (TX) and was not encouraged. The aides were both careful to say that the Senators would not vote to pass the bill “as is”. I had to dig deeper and let them know that I did not want them to pass this bill in any form. Senator Cornyn’s office admitted that he would be delighted to have the additional $4.4 B to enforce border security. I asked the aide what was done with all the previous funding to secure the border and why they weren’t enforcing it now? Why should we believe them now when they talk of enforcing border security? There was an uncomfortable silence. I told both Senators’ aides that the $4.4 B was nothing more than a ploy to give the Senators cover and that we, their constituents were not being fooled. I told them we will never forget such a betrayal if they allow this bill to pass. Please be very specific when you call your Senators and don’t let them blow you off.

It’s still worth expressing your displeasure.
But anything else you can do is just as well. Maybe start a recall movement if law permits, something, anything.
We’re not there yet … BUT … if they continue to refuse to listen, if they continue to defy the will of an overwhelming majority of Americans, if they continue to govern without consent of the governed, we will have no other choice. In fact, we will have a duty.
It might sound like spouting off, but that’s how angry I am about this, and I am far from alone.

Filthy, lying POS Larry Craig apparently had enough cover in the cloture vote to vote “no”, despite the fact that he is a pro-amnesty weenie. He’ll have plenty of room to vote no on the bill, too, and have the ultimate Senate luxury — double cover.
His office tools now claim that he has been “working on this issue for 9 years”. Hopefully, Idaho voters will remove his silly ass from office despite the cowardly Senatorial BS no votes.

Unfortunately, you’ll find that there is no provision for recalling members of Congress. The Founding Fathers left that bit out of the Constitution, apparently because it seemed too democratic.
The only way to get rid of a congress critter is by a vote of the other congress critters or if you can convince your specific critter to resign.
Nice racket, huh?
