Yes but deporting foreign nationals would be a start and would reduce MI5’s workload.

The real answer is to deport anyone you might otherwise surveil, assuming their not natives, and then task your agents with surveiling those you can’t deport. The Brits still haven’t done basic cleanup of immigrant communities out of a sense of MC or PC or whatever. They’re hiring as fast as they can and large proportions of uni students aspire to MI5 or some other agency, but in the mean time they need to get overly harsh with deportation orders as a means of prioritizing threats.

That plus arrest folks sooner than they like too. I understand the strategic interest in surveiling until just before the execution of a plot and then nabbing the bad guys, but when the virus is spreading as quickly and in as many places as it is in the UK today different methods are required.
