Reuters on Bush vs al Qaeda: So successful we’re bound to fail

Somebody cranked up the spin machine to 11 on this one. Thesis: The Bush adminstration’s strategy is beating al Qaeda. And that’s baaad.
WASHINGTON (Reuters) – President George W. Bush’s administration has crippled al Qaeda’s ability to carry out major attacks on U.S. soil but at a political and economic cost that could leave the country more vulnerable in years to come, experts say.
Even as al Qaeda tries to rebuild operations in Pakistan, experts including current and former intelligence officials believe the group would have a hard time staging another September 11 because of U.S. success at killing or capturing senior members whose skills and experience have not been replaced.
“If the question is why al Qaeda hasn’t carried out another 9/11 attack, the answer I think is that if they could have, they would have,” said a former senior U.S. intelligence official who spoke on condition of anonymity.
Tighter U.S. airport security, greater scrutiny of people entering the United States and better coordination between the CIA, FBI and Department of Homeland Security also have made it harder for extremists to enter the country, experts said.
Home-grown extremists in the United States are believed to be isolated and lacking the will or ability to carry out large-scale operations.
All of that sounds good, right? Well, not so fast. The article quotes several counterterrorism experts, mostly about the present state of play or what’s working against al Qaeda’s efforts to hit us here. None of them actually say that any of the administration’s success against AQ is baaaad.
But…then comes a man…to pour cold water on everything. And this man is Michael Scheuer.
“Look at al Qaeda’s plans,” said Michael Scheuer, who once led the CIA team devoted to finding al Qaeda leader Osama bin Laden. “They’re very simply defined in two phrases: spread out America’s forces and bleed the United States to bankruptcy. I’d argue America has been under attack successfully every day since 9/11 from that perspective.
“If you’re looking at it from the cave, or wherever al Qaeda is hiding at the moment, you have to be pretty happy with the way the world is moving,” he said.
Remember him, author of Imperial Hubris? That book made essentially the same argument, which is that we can’t win for losing. Whatever we do won’t work. Whatever we try will fail. &c. In Scheuer’s world, everything works to bin Laden’s benefit, including Israel’s self-defensive actions against Hezbollah. And to think, Scheuer was once the CIA’s go-to guy on the bin Laden hunt. Maybe he was Valerie Plame’s mystery walkabout guy.
Read the whole article. It’s an al-Reuters classic, in which a single authority is set up to speak for all the rest by giving his quote the pivotal point in the article. His is the voice that makes the headline, even if the others quoted don’t agree. We don’t know whether they agree or not, because they’re not given the space to make the call. Only Scheuer gets that honor. But hey, why should we doubt the judgment of Michael Scheuer? It’s not like he thinks al Qaeda has a legitimate beef with us or anything.

Yeah, I’d be happy living in a cave, with no toilet paper, no television, looking for food, being the most wanted man in the world, having your terrorist network falling apart, not being able to set off a stink-bomb, and living with the possibility of being killed at any second. Sounds just Rosy.

Well, Al Qaida isn’t having a picnic either. Look at things from their point of view. They lost Afghanistan, Somalia, haven’t succeeded in Iraq and the population is turning against them … how much money is Al Qaida losing in their failure after failure after failure? Our soldiers can go home for a year between deployments, theirs can’t. Nobody ever looks at the negatives for Al Qaida. They are losing on all fronts in all battles. They have not gained a single victory save in the tribal areas of Pakistan where we can’t operate. Yet. Al Qaida might be “reforming” but it is with their second string. Their best and brightest are either captured or dead. And I don’t think it will be long before we go after them inside Pakistan either. Once we get in there, it is pretty much game over for Al Qaida … they will have noplace left to run.

let’s be honest… this is one of the most successful wars in history, more Americans die in the U.S. by drunk driving, in one year… than have died in Iraq in four years… we sent more Americans home in body bags in a week during WWII… than we have during this whole war. the survival rate for injured soldiers is at an all time high, precision of weapons is at unheard of level… in days of old to accomplish the same results, many many many times the ordinance was used and as many more soldiers to win a confrontation. does anyone remember Iwo Jima? it was a rock in the ocean… we lost thousand and thousands of men… to free no one! just to get an air base.
we’re are trying to free an entire civilization from oppression, religious persecution, in reality genocide if you consider the Kurds… does any one with any common sense not see that there is other choice but to fight?
there is no greater honor bestowed on man, than to liberate a people oppressed by tyranny…
I don’t know if anyone ever said that before, but I always thought, that was what made us American…

I’m sure that Osama doesn’t feel bad about hiding in a cave in Pakistan, because in his mind he’s just doing God’s good work. Scheuer’s dead on that Osama is feeling good. Everything we’ve done since 9/11 has proven OBL correct, i.e., we ARE a decadent and materialistic society that can’t even fight two wars without fretting about waterboarding.
Scheuer’s right about Osama. And Osama’s right about us.

I find that assessment hard to believe given the strength of our economy and the technological sophistication of our military.

Scheuer is arguing from a false premise. Somebody needs to ask him this question. Okay everything we do works to Al Quedas’ advantage, and Bin Laden winds up winning his showdown with America, what does he do with us if, like you state, he wins? Al Queda does not have the manpower to “occupy” us. Does Mr Scheuer think we will simply lay down and play dead? How does all of the jihadi cheerleaders define success for Al Queda? Do they have the same definition for our victory in the War against Islamic Fascism? it is time to dump that War on Terror BS.

I cannot even comprehend the consequences if either Gore or Kerry had won. I am not a big Bush supporter except on his steadfast war to push back and expose the radical Islamic enemy that has been festering and waiting to take over. If he has done nothing else he did, at least temporarily knock them off schedule and raise awareness globally of the true mission of these Islamic fascists.
Am I happy with how he has handled issues like border security, illegal immigrants, spending, and Social Security reform? No, but at least I am still alive and free to say those those things.

The fact that Scheur was not successful in his mission of hunting down bin Laden, before 9/11, leads me to believe that Scheur’s way of thinking can no longer be considered credible or relevant.

Scheuer is an odd duck… because I’ve seen him in interviews on FNC, months apart, giving two different impressions about where he comes from… Sometimes he sounds more like the guy in this Reuters article (but not nearly as bad, I suspect some selective quoting by the writer), and other times he sounds like the go get ‘em terror warrior, who thinks we’re being to reserved in our response.
Bryan, I don’t know if you or Michelle have contacts with the ability to get in touch with him, but I would honestly like to hear his response, and whether he thinks he was represented fairly in this article. The last time I saw him (within the last month), I think on O’Reilly, he seemed to pretty much be on “our side”.

Michael Scheuer served in the CIA for 22 years. He is the once anonymous author of Imperial Hubris: Why the West is Losing the War on Terror and Through Our Enemies’ Eyes: Osama bin Laden, Radical Islam, and the Future of America. He served as the Chief of the bin Laden Unit at the Counterterrorist Center from 1996 to 1999. He resigned from the CIA in 2004.
The emphasis section, above, is very significant. He released the book on July 15, 2004, explicitly to affect the election in 2004, negatively for Mr. Bush.
He was ‘right’ then. And he’s ‘right’ now.

Dude, Clinton was OUT of office by 9/11/01. Since then, our military strength has grown and our economy has expanded with both unemployment and interest rates having dropped to low levels. Let’s hope that the democrats don’t repeat the mistakes of the 90’s and pull another Clinton era economic and military gutting phase.
