Video: Barney Frank throws a fit … on the House floor

The Republican arguing with power-hungry Barney Frank is Patrick McHenry. McHenry rose to offer an amendment that would exempt American Samoa from the stem-cell bill — a clear dig at the fact that Samoa, which is home to StarKist factories that employ nearly 75% of the island’s work force, was conspicuously exempt from the minimum-wage bill that had passed the day before. Why is that important? Because StarKist is a branch of Del Monte Foods Co., which has its headquarters in San Francisco, Nancy Pelosi’s district.
Frank was not amused. This is sure to be four of the most eventful minutes of your weekend:
My favorite part is at the end, when Joe Barton rose to remind Frank of how often he used procedural objections to bloviate against the GOP when he was in the minority.
For the record, Pelosi is now promising to close the Samoa loophole in the minimum-wage bill.

This minority bit is actually a little fun. Shining the light on all these idiots up on the Hill is a good thing, left or right.
Barney Frank is a still a loon.
Stormy70 on January 13, 2007 at 7:07 PM
Gotta say, Frank was kind of in the right on this. While not a fan of the man, he was procedurally right.
Which raises questions regarding parliamentary process, but whatever.
armylawyer on January 13, 2007 at 7:11 PM
It is interesting the way Barney pronounces inquiries. Not that there is anything wrong with that…..
ritethinker on January 13, 2007 at 7:12 PM
That was hilarious. Frank is a blathering idiot.
WisCon on January 13, 2007 at 7:15 PM
I loved that they were just outright laughing at him and he just got all unglued.
What do his childern have to say about the stem cell bill? Will he suffer personal losses if a stem cell dies? We need to know these things from representatives apparently.

Don’t give the guy a coronary.
No, wait, go ahead.

In the article it makes Barney out to be a master at keeping control of the session since he is an old practicioner of bloviation to stall and make the opposition look foolish.Looked to me that Barney boy just lost his cool and his sense of humor is all.

My name is Barney Frank, and I’m a two year old.
E L Frederick (Sniper One) on January 13, 2007 at 7:25 PM
Amusing that she exempts StarKist and Delmonte at the request that it would bankrupt the industry while not even batting an eye to all the small business’ across the US that this is going destroy. Besides, the cost just gets moved to us the consumer by raising the price of goods to compensate for the wage increase. This is socialism in stealth mode. God help us all.
Jiggity on January 13, 2007 at 7:25 PM
I don’t think that was really a fit by Barney Frank standards. He gets that worked up while ordering lunch.
It was entertaining and I will definitely increase my C-Span viewing time over the next two years to watch the Republicans drive the Dem’s crazy.

Which brain-dead Repubs agreed to the “procedure” rules change forbidding *any* ammendments to any bill?
How can it possibly be legal (forget ethical) to obstruct an elected representative from legislating because they happen to be the ouy of power party in Congress?
And why did Bush wait until losing the Congress to the Dimocrats to unleash the military to be free from Political Correctness and increase troop levels in Baghdad?
When did I slip into Bizaarro world?
Neo on January 13, 2007 at 7:39 PM
I just hope the Republicans do a lot more “ball breaking” or what ever you call it. I am just sick and tired of people being “niiiiiiiiiiice”. Gloves off and start kicking the sh*t out of the opposition. The oposition is NOT our friend or colleague, they are the enemy and many people die because of their horrible behavior. All this niiiiiice stuff caused the Republicans to lose.

If McHenry and Barton claimed they were merely attempting to speak truth to power, wouldn’t that give them absolute moral authority to say whatever they want?

Whether Frank is procedurally correct or not, it appears, as one gentleman TRIED to comment, he never really followed the same procedure himself when he was not “in charge.” And must he constantly carry on like an hysterical drama queen…of wait…never mind.

Beginning in early 2007, small groups of lesser known Conservatives, and also some brave Republicans, started asking questions of the newly “larger and in charge” Democrats (Liberals all). The questions were designed more for entertainment than anything else. It was decided that it was better to laugh at the Democrats than to cry about them.
It was projected that the new Speaker of the House soon would lose it completely under the onslaught… and go running from the chamber in tears never to be seen or heard from again.
Hey, we can dream can’t we.
RalphyBoy on January 13, 2007 at 8:06 PM
You know, Ralphyboy, maybe that is what the Boxer/Condi thing was really all about, setting the stage for when Pelosi breaks down in tears they can use the ” look, you made mommy cry” attack.
bbz123 on January 13, 2007 at 8:11 PM
Neo,
Under House rules (as opposed to Senate rules) there is no filibuster. Therefore, no Republican had agree to the inane rules that Pelosi and her henchmen enacted. The Republicans responded with this simulated filibuster.
Pelosi and Hoyer have overplayed their hand. Republicans can get up and act cordial while Frank and the other short-tempered ninnies rant and rave. Meanwhile, the way a bill becomes a law is: House passes; Senate passes; committees of both the House and Senate reconcile the two bills and they go back to both chambers for a vote; once the same bill passes both chambers, President either signs into law or vetoes.
So Nancy tries to slip in a fastball, huh? Now she looks like she is acting in bad faith and Senate Republicans and the President can clean up her mess.

And, less people will be encouraged to get an education because now they are making decent money. They think.
I believe we do need a minumum wage or we would be back in the days of “owing our soul to the company store”. (For you yougnsters, here is a link http://en.wikipedia.org/wiki/Sixteen_Tons )
You are absolutely correct saying that raising it to this level will kill many small businesses and raise the costs of goods and services to all. Most people probably understand why, but I cannot resist showing an example.
These are all entry wages (per hour) in my area….
Fast food wages= $5.15
Dish washer in a convolesent home makes $7.50
Certified Nurses Assistants make $9.50 (4 month certification class)
Licenced Practical Nurse $15.00 (11 month licensing class)
Registered Nurse (2 year associate degree after being an LPN) $25.00
With this $2.10 per hour increase an entry level fast food worker will make $7.25.
How can a health care provider get a dish washer to work for $0.25 more when he has to put forth much more effort and caution? They cannot, so, the dish washer would make another 2.10 per hour. When you apply that FACT to CNA’s and the other nurses you get this….
Dish washer $9.35
CNA $11.60
LPN $17.10
RN $27.10
That is a $2.10 per hour increase for every employee. With 30 employees that works out to an increase in cost of…
$63.00 per hour more
$1512.00 per day (Three 8 hour shifts)
$10,584 per week (7 days)
That does not include the increased cost of food etc caused by the samne process in each company that provides products to the care center. Nor does it include the 7.5% SSI tax that the business has to match.
Now, where in goodness name did this law increase that businesses profits by $10,000 per week? Answer is: IT DID NOT! So where does the business get the money to offset those costs? Thats right boys and girls, the residents, insurance companies, and medicare, etc.
Of course the moonbats think that all businesses are rolling in cash and should absorb those costs. HAHAHAHAHA!!! Yeah, RIIIIIIIGHT!!! Increased costs, just like increased taxes are ALWAYS passed on to the consumer. Everyone of these lib dems are rolling in cash made through the free market system and that means they will never absorb these costs themselves but will pass them on. Total hypocrites who pander to stupid people who buy their tripe!

As entertaining as this was, there are much more entertaining formats.

I don’t care for Frank either, but I’ll join the minority on this board and say that he was correct with what he did. Speechifying under the guise of legitimate parliamentary questioning is petty, whiny, and immature. I (and many on this board) would be outraged if the Democrats did it…I’m equally outraged when I have to hear this crap from the Republicans.

This is why the d’mned Democrats ruled the roost for 40 years. They will wield power like tyrants, and the media will support them whole-heartedly.
How do you fight unabashed hypocrites? I have no idea. This little tantrum will be painted as “laying down the law” by the blasted MSM (as the title of the BGlobe piece implies), while the same d’mned behavior by the Democrats for the past 12 years was painted as plucky and admirable.

I use to be involved in the admin of an organization that was run using a modified version of Robert’s Rules of Order. Modified because most of us could understand and remember the basics, but the really neat little tricks and finer points were more like traps that stifled committee business.
This little clip reminded me of the good old days when some hot shot would bone up on parliamentary procedure and show up like a gun slinger lookin for a fight. Generally, it was very funny, but as the day wore on and nothing was accomplished, it became tedious. Eventually, someone in the room would call for streamlining of discussion and the chair would stop recognizing the hired gun.
All that aside, it might be nice if nothing happened in DC for a couple years. Maybe pistols at ten paces wasn’t such a bad idea after all.

Huh? A bill to raise minimum wage is amended to exclude a minimum wage increase for some because a minimum wage increase is bad.

Guardian on January 14, 2007 at 1:30 AM
I found an article here:
http://home.kc.rr.com/mharder/sem/econ.html
I assume this is the article you wrote…
I understand your view and I do not argue with the math. The issue I have is the fear that if we do away with a minumum wage, there will be no incentive to pay anyone a wage higher than what desperate people have to work for. Where is the incentive for an industry (like fast food) to pay a decent wage? If ALL fast food employers decided to pay $3.00 per hour, what incentive is there to pay more? Legally they cannot collectively wage fix, but the reality is that they do it anyway.
Isn’t the only mechanism in place (besides the minumum wage law)to force a higher wage is the fear that if the wages are too low, people will just get on welfare and therefore diminish the pool of workers willing to work for a very low wage? And then doesn’t a welfare state just feed the laziness that puts a huge burden on those who pay taxes? If people could hold out long enough by not eating or bathing or living in a home then eventually there would be enough pressure on businesses to increase their wage offer. But when people have to eat, bath, and have shelter, they cannot hold out longer than a business and therefore either work for the low wage or go on welfare.
In the company store senario, the company pays a low enough wage and makes a large enough profit that it can afford to float the debt of it’s workers. This enslaves the workers, but if the company were to pay a higher wage, they wouldn’t have to carry the workers debt and the worker has more financial and personal freedom.
I am not a fan of socialist ideals, but until businesses value the person over the dollar, the worker will have to have government interference to keep the relationship fair. We have laws that protect us from phyiscal subjugation by those whom are the phyiscally strongest among us, we have created laws that protect us from financial subjugation from the financially strongest among us.
This is why we have collective agreed to have a representitive government. And that is about as far as I go with socialist ideals.

No, you don’t gotta say it, and Frank was right on the thin line between not being ‘out of order’ and being a complete jerk.
To characterize what the Repub reps were doing as “petty, whiny and immature” is….petty, whiny, and immature. Your comment about outrage is simply ignorant. He stated “How can a congressman give himself a pay raise and not give poor people a pay raise”
I answered: Is not his job to set wages
His answer: “true, but now that they do set wages, How can they not give poor people a pay raise?”

OOO Out of Order. LOL
Wade on January 14, 2007 at 10:49 AM
First off, I think the podium needs a wet wipe…or a dry wipe as it must be covered in spittle from the Big Purple.
At least you remembered the additional Taxes that add to that ‘raise’. It also doesn’t include other costs like workmans comp that WILL rise as well. Basically, an hourly employee that is paid $7.50 will cost the employer over $10.00 an hour.
ONLY the big box stores can survive in profitability. Most small business (under 10 employees-which make up 80% of the workforce in America) will struggle) can not raise prices as nominaly as a Walmart. If Big Box raises a few cents per item and sells hundreds of thoudsands of items, no big deal. Small businesses don’t have that ability, especially mom & pops with under $300,000.00 gross revenues.
In 20 years we will all be doing shopping in massive super stores. Grocery stores will be one stop shopping conglomerates, food, banking, flowers, photo printing, dry-cleaning,liquor,gas, automotive…OH, they’re already started. Except for dry-cleaning which is on its way ,soon.
65% of flower shops have closed since 1990. 70% of one hour photo stores have closed since 2003. (In part because of super fast digital growth and poor planning).
The way you shop is not going to be the way your grandkids shop.
BUT, what about all those small business owners?????and their employees????
This wasn’t exactly the first occurence last week, ya know.
At least their plan got attention, but no I don’t condone it either.

Does any one else notice that this ‘debate’ was carried out with most of the elected Representatives missing? Just where are all the Representatives during this debate? Aren’t they a part of parliamentary debate, and if so, why do they refuse to participate in this debate? If this is such an important bill, why are there so few Representatives debating this?
I guess that most have already made up their minds on this bill and that the ‘debate’ is actually a show designed to give the appearance that the Representatives are doing the jobs they were elected to do, like actually debate bills on the floor.

Patrick McHenry is a junior twerp congressman from western North Carolina. I think he’s the youngest (32). When the Mark Foley story broke McHenry was on FOX news screaming about what the “DEMS knew and when they knew it”. Wow! Being short & having cajones that big must cause chafing. You can’t teach that kind of deception and diversion.

Darn, it could have been a big scandal and hurt the country and Dem’s, because we hate the Dem’s and want to destroy them no matter what the cost to our Nation for GOP power in 08!! POWER! Yea for partisan politics!
“If you want the Dem’s to fail you are for the terrorist.”

So you think those wonderful caring liberals, who sat on Foley’s scandal for six months, are not partisan? They put children at risk to make a splash at election time.
And you do not see the hyprocisy of the only company excluded from the min. wage is in Pelosi’s district?
Checks and balances, conservatives check liberals and the other. You are probably one that thinks opening Jeffersons freezer violated his rights.
