[...] Investigators already suspected that he might have been poisoned in mid-October, when he first met Lugovoy and Kovtun. The three of them visited the offices of Risc Management at the time; traces of polonium were found there later. But how could he have absorbed such a massive dose — ten times the amount needed to kill a man, according to UK cops — and remained in good health for another 18 days? Answer: he didn’t. They probably gave him a small dose on the first attempt in hopes that medical examiners wouldn’t be able to detect it. Trouble was, it ended up being too small to kill him. So they met him again on November 1 at the bar and gave him a massive dose to make sure it would do the job. And it did, but too well.

...they had several hundred million dollars of it in their possession. Even Al Qaeda would have a hard time coming up with that much dough. In which case, who was it meant for?

Pretty cheap for Iran and Venezuela...

[...] From Hot Air comes an interesting tidbit of information. The value of the polonium ingested by Litvinenko which was enough to kill him “100 times over” is estimated at $25 million. The street value of the amount of polonium consumed by Litvinenko is estimated at $25 million. The supply it came from was presumably considerably bigger, which means they had several hundred million dollars of it in their possession. Even Al Qaeda would have a hard time coming up with that much dough. [...]

In which case, who was it meant for?

I suppose if you stole it or if Chechen friends gave it to you, the price tag for interested groups might not mean much if your an ex Russian agent with a whole lot of payback on your mind.
But then, twenty five Mil. would make some pretty good walk'n around money.

So, what does the London Street think? I'd pretty pissed off if there was polonium contamination all over my city and calling for heads to roll.

Just because terrorists might pay $25 million for it, doesn't mean it cost Russia anywhere near $25 million to produce, so it wasn't like Putin 'spent' $25 million or more in order to kill this guy.

Even if you look at it as an opportunity cost, that assumed Russia is willing to sell polonium on the black market for a profit. I don't think that is true. The black market price is probably so inflated because Russia won't sell it, so supply is extremely limited.
