In which case, who was it meant for?

I suppose if you stole it or if Chechen friends gave it to you, the price tag for interested groups might not mean much if your an ex Russian agent with a whole lot of payback on your mind.
But then, twenty five Mil. would make some pretty good walk’n around money.

Just because terrorists might pay $25 million for it, doesn’t mean it cost Russia anywhere near $25 million to produce, so it wasn’t like Putin ‘spent’ $25 million or more in order to kill this guy.

Even if you look at it as an opportunity cost, that assumed Russia is willing to sell polonium on the black market for a profit. I don’t think that is true. The black market price is probably so inflated because Russia won’t sell it, so supply is extremely limited.
