Flashback: Democrats urged “pre-emptive” voter intimidation in 2004

In 2004 the DNC issued a manual urging Democrats to launch “pre-emptive strikes” even where no voter intimidation is alleged to have occurred. The manual specifically targets minority leaders in Colorado to express concern about voter intimidation to stir up the base.
