		<description>Seems like there is no statute of limitations when it comes to the Clinton administration.  6 years in, it&#039;s all Clinton&#039;s fault?  


Think we need to look at this as a political not a military problem.  Our play is to lean hard on China to slap these guys into line.  China has an interesting long term problem--in brief, it&#039;s a contest to see if China can get rich before it gets old--there is a demographic landmind on the horizon.  The point being they put great value on stability.  The last thing they want is North Koreans streaming across their border or having to deal with a nuclearly armed Japan.

The question is, do we have the balls to lean on China in the one way that will really motivate them--economically.</description>
