		<description>My U.S. representative Henry Bonilla represents the district that must be redrawn.  He had a rough race against Democrat Cuellar in 2002 because Cuellar swept Laredo.  However, 2004 was a cakewalk for him because part of Laredo was put into the adjoining district in DeLay&#039;s redistricting.  He may get all of Laredo back again, due to rhe SC decision.

The district, even as drawn now, contains over 50% Hispanic voters and leans Democratic.  Bonilla originally won it in a fluke in 1992 and has since held it for the Republicans  because of his ethnic appeal to Hispanics. I think Bonilla can hold it under any circumstances (the 2002 candiate was exceptionally strong), but it will return to having a Democrat congressperson(I am politically correct!) after he retires.</description>
