I don't know the solution to this quirk of human nature, but it reduces the credibility of the government itself. From padded defense budgets (spend the money or lose it) to pork projects, this mentality is the underpinning of government waste. Anyone with a cure has my vote. I'm glad we are wealthy and secure enough that we have the resources to help others. Its just that there is never any recognition or gratefulness from those that we help. And there's never any move on the part of the governments we aid in reforming their systems to help prevent further tragedies. So every disaster, we have to spend more of our money to help these people out. Look how Florida revamped its government to deal with natural disasters. Look at the programs Mississippi is implementing. Doesn't Indonesia have building codes? Shouldn't we be demanding that these governements protect their own citizens instead of leaving it to us?
