When Aurora’s family arrived in Central Washington 13 years ago, the fact that their immigration was illegal didn’t make much difference in the life of the young Latina. She went to elementary school like any other child.

But by high school, Aurora realized that her future might not hold the promise she saw in her friends’ lives.

In the cut-and-dried language of college applications and financial-aid forms, Aurora isn’t a long-time resident of Washington state. She’s Mexican.

Without lying, the 20-year-old woman can’t provide such required information as a Social Security number, visa type or resident alien number. She isn’t eligible for federal or state financial aid, and, at a public university, Aurora would be charged impossibly high non-resident tuition rates — $9,280 a year at the University of Washington.
