'Rebuild' it? Back into what it was -- a Hamas armed camp?

If the Gazans want a Marshall Plan-scale rebuilding, they first have to capitulate and reject their neo-Nazi leadership. As long as Hamas exists, we shouldn't spend a dime 'rebuilding' Gaza. The Gazans have received billions from the West over the last 20 years and used it to turn the territory into an armed camp for genocidal terrorism. We are under no obligation to fund that a second time.
